Comes with original box and instructions.  It is possible that this item is 'new old stock'; however, I am not certain of this.  Purchased in 1984
Directions on back of machine reads as follows:  "Depress switch and hold on for 30 seconds.  "Lamp may be left on for continuous use.)  Insert suspected bill and compare with genuine currency.  If suspect fluoresces bright  blue, it may be counterfeit."
